Rule 156
Tasks, Duties and Rights of Consumer Committee
According to Rule 155, the tasks, duties and rights of such consumer committee shall be as follows:-
(a) To enter into an agreement with the relevant local body regarding the construction work of the project (b) Registration, renewal, general meeting and annual program and budget details of each committee to be submitted to the relevant local bodies,
(c) To subject the construction work of the project to the cost estimate and technical advice prepared by the designated technician on behalf of the concerned local body,
(d) Maximum utilization of local resources, means and manpower while implementing the project (e) To provide the progress report related to the construction of the project to the relevant local bodies on a bi-monthly basis (f) After the completion of the construction work of the project, the technician assigned by the local body will conduct an investigation regarding the quality or not according to the prescribed map, design and specification,
(G) To take over and operate the project handed over from the concerned local body after the investigation of the project (h) To operate, protect, maintain and maintain the project,
(i) Collecting service fee for the purpose of maintenance of the project from the person or family who avails the service from the project,
(j) maintenance, maintenance and operation of the project from the amount received from the relevant local body according to clause (a) of rule 155 sub-rule (5) and the service fee collected according to clause (j),
(l) To operate the project subject to the policy instructions given by the concerned local body (D) To hold a monthly meeting of the consumer committee and to inform the relevant local body of the decision taken from the meeting (d) Reviewing and evaluating the facilities, quality of service, and the need to increase the service to the local people from the operation of the project and provide details to the relevant local bodies from time to time
(n) with appropriate suggestions to remove the obstacles encountered during the implementation of the projectTo submit the proposal to the relevant local body,
(i) If the task is not completed within the stipulated time, requesting an extension with the decision of the consumer group,
(th) To demand installments or money after completion of the work,
(D) The consumer committee shall act on the basis of the decision of the consumer group while selecting, operating, and completing the program (d) Calling a meeting of the consumer group for review before finalizing the work done by the consumer committee, (n) Attending the meeting of the consumer group and submitting a copy of the decision to the concerned local body,
(p) To present the report of the public inspection at the relevant workplace to the relevant local body, including the cost price of the work done by the consumer committee, the work, the workplace, the amount spent, the name of the official of the consumer committee, the start date and the completion date.
